Mr. Timothy A. Stitely

Mr. Tim Stitely is a technology and growth executive with more than 30 years of leadership across the federal government and Fortune 500 technology companies. He is the founder and CEO of Four Stars, LLC, a boutique advisory firm that helps government contracting and technology companies strengthen their growth strategy, capture, and go-to-market execution.

Before founding Four Stars, Tim served as Director of Innovation and Modernization at the U.S. Department of Health and Human Services, leading a multi-billion-dollar IT optimization effort across the department's mission portfolio. His commercial career includes senior leadership at Amazon Web Services, where he built the company's first Global Health and Nonprofits professional services practice and closed landmark public sector contracts, along with a long tenure as Vice President and Partner at IBM Global Business Services leading federal healthcare growth.

Tim's federal executive background includes roles as Chief Information Officer at the FDA and Director of Information Services at CMS, where he managed large budgets and mission-critical systems serving millions of Americans. A graduate of the HHS Senior Executive Service Candidate Development Program, he holds a master's degree in information technology from the University of Maryland.
