Here is how you can leverage STARS III for 8(a) sole source:

Start Here: Obtain your Delegation of Procurement Authority (DPA) for the 8(a) STARS III GWAC.
GSA has created a Delegation of Procurement Authority (DPA) training program on YouTube. This training consists of 4 short videos that will familiarizes contracting officers with the benefits, features, design, and ordering procedures for the 8(a) STARS III GWAC. Step 1: Plan the acquisition
The total estimated life cycle value of your acquisition must not exceed $4.5M when procuring sole source though Pn Automation Inc. while utilizing the 8(a) STARS III GWAC. If you intend to procure sole source, the ordering contracting office shall notify the SBA via offer letter. The offer letter should include the information in FAR 19.804-2(a). Step 2: Define your Requirements and Develop the Task Order Request
Be sure to allocate sufficient time to prepare precise requirements as this will help facilitate the other parts of the task order request. When preparing IT Service based acquisition requirements; it is best to focus on results and not the method by which those results will be obtained. Be sure to include measurable performance standards and the method by which success will be measured.

Step 4: Issue Task Order Request

Step 5: Evaluate Proposals
If the task order request is not sole source, evaluate the proposals based on the task order criteria.

Step 6: Task Order Award Documentation
Email one copy of the task order and any subsequent modifications, along with a copy of the SOW/PWS/SOO, to GSA at S3@gsa.gov.
